What to Know as We Shape the Future of Downtown Heber

Building on the progress made through the Plaza Design, Programming, & Management Plan from April 2024 and the Envision Heber 2050 Plan, Heber City leaders have asked our team to refine and appropriately scale the plaza to better serve the city and its residents. To achieve this, we are actively engaging the community to gain a deeper understanding of their needs and to explore new options for the plaza. As part of the first phase, Heber City recently completed the construction of the bandshell and Festival Street. Now, we are preparing to finalize plans for the next phase of this important project.

Why the name Trailhead Plaza?
The Main Street Park master plan (referenced above) recommends transforming the existing passive park into a “plaza”—a destination designed for year‑round activity. In this vision, the plaza serves as both the starting and the ending point of community‑based experiences, much like a trailhead functions for hikers.

In addition, as noted later in this survey, a plaza offers opportunities for self‑sustaining revenue generation through programmed activities and events, an advantage not typically associated with traditional parks.

While the name Trailhead Plaza may evolve as the vision is refined, the intent remains clear: the plaza is envisioned as a welcoming, active community hub and a central anchor for gathering, recreation, and connection.
